Who is Amelia Shearer ?
Police face public backlash after allowing an officer who drunkenly urinated in a fashion store’s dressing room to keep her job.
Amelia Shearer, 24, had been having a bottomless brunch at Vodka Revolution with a friend when she staggered into Urban Outfitters in central York and demanded to use the bathroom.
Told none were available, she went to a changing room and relieved herself, prompting the store to spend nearly £500 on a deep clean and close its fitting rooms.
A police disciplinary hearing in Middlesbrough this week accepted that PC Shearer urinated in the changing rooms and tried to hide the truth by changing her version of what happened to her.
After deliberating her future for seven hours, the disciplinary panel decided that she should be given the opportunity to start ‘a new path’.
The rookie cop, a former criminology student, lied under oath during the investigation, something that will now have to be revealed to defense attorneys in any prosecution involving her testifying.
However, they decided that the probationary officer had so much promise that she could keep her job with the Cleveland Police Department, one of the most troubled forces in the country.
Members of the public expressed their anger on social media.
One said: ‘How can you re-arrest someone for urinating in a public place? Sorry, but this is some level of error.
Another wrote: ‘Outrageous how does that work? A rule for the account and a rule for us. You should resign if you have any dignity left.
The decision sparked disbelief among members of the public.
York has long had a problem with anti-social behaviour, and in the past city councilors have questioned the cheap Middlesbrough tickets that brought hordes of drinkers from Teesside.
A third member of the public wrote on social media: “It is absolutely appalling that she, despite being convicted of gross misconduct and lying under oath, has kept her job.” She’s still on parole, for God’s sake.
A fourth added: ‘She is a public servant who is expected to have higher standards in public and private life. She should have been processed like the rest of us in the same position.
A tearful PC Shearer told the hearing that she was “mortified” at being questioned about the incident by a fellow North Yorkshire force officer.
She went on to claim that she went to the locker room to “adjust her underwear,” although store worker Ryan Weir found the stain wet and smelly immediately after she left it.
PC Shearer told the hearing: “She was mortified that she had made the allegation to herself and was trying to figure it out on a busy street where there were people walking by.”
The panel at the police misconduct hearing held at Middlesbrough FC’s Riverside Stadium issued PC Shearer a final written warning to last five years.
Ogheneruona Iguyovwe, chair of the panel, said the allegations of disgraceful conduct and breaches of honesty and integrity had been proven.
She said: ‘This officer is 24 years old. There is room for him to rehabilitate himself, there is room for him to clear things up and start a new path”.
The panel accepted her force’s presentation that her culpability had been high and that the actions damaged public confidence in the police.
PC Shearer joined the Cleveland Police as a junior in November 2019 and had been praised for her performance.
According to the panel, she had several opportunities in interviews to confess what happened, but she will keep her job.
Prior to the decision, Olivia Checa-Dover, representing the force, told the panel her findings.
She said PC Shearer had been dishonest because she lied while being questioned under oath, something that would have to be revealed to defense attorneys in future investigations she conducted.
PC Shearer’s Janet Smith had urged the panel not to fire her immediately given her good references, including her inspector’s comments on her progress during her first year when she described her as ‘perfect’. .
‘She has the potential to be exceptional. There is a place for her on the Cleveland Police Department, and the potential exists for her to flourish on this police force with the right guidance.’
The panel was told how in less than four hours, PC Shearer and a friend had a bottomless brunch at a bar, consuming half a bottle of prosecco and three cocktails, followed by a Jack Daniel’s and Coke elsewhere, before go to Urban Outfitters.
Giving evidence, a staff member said the police officer asked if the store had bathrooms and was told no, but he went to a cubicle without clothes to try on.
The clerk radioed her manager and when the officer left, he and his boss saw a puddle of what smelled like urine on the floor, and she hurried out of the store, but police later tracked her down in the city.
She denied urinating, but acknowledged that she and her friend were “loud and giggly,” alleging that she used the changing rooms to adjust her bra, an account she did not give to her superior, Inspector Christian Duree, when she spoke with him the next day. on the phone
PC Shearer explained that she only gave him an ‘abbreviated version’ of events, but forcefully accused her of lying to him in subsequent formal interviews, and the panel agreed.
Giving evidence on Tuesday, Inspector Duree said: “She treats members of the public exceptionally well.” Her performance as a probationary agent was excellent.
