Troy Ramon McAlister said he was behind the wheel of the stolen car and tried to flee the scene. An investigator confirmed that it is the same Troy McAlister associated with a Twitter account where he appears in the photo. Raymond Ng, who lives near the intersection, watched the deadly incident unfold from his window.
He was released from a state prison sentence for theft in April and was not charged with new crimes by the district attorney’s office after being arrested on suspicion of car theft in November and December, the San Francisco Chronicle reported.
District Attorney Chesa Boudin said his office did not file new charges in the cases, choosing instead to refer each case to state probation officers, who may seek to jail those who violate the terms of their release. He said probation officers have “more influence” than his office in keeping a person in custody on non-violent charges.

Charged and arrested
Raymond Ng, who lives near the intersection, watched the deadly incident unfold from his window.
“Well, they got the car a T first at the intersection,” Ng said. “Then they were circling and then they tried to escape, and that’s when they hit the two people.”
Ng said there were two men in the car, one escaped and the driver tried to take off. “The guy on the right, he fell apart faster,” Ng said. “The driver, you have to remember, the airbags were fully deployed, so he had a hard time getting out, he had to go out the window.” But, Ng said, bystanders intervened and helped police find the driver.
“As soon as he got out, he went that way, and there must easily be 30 people chasing him and catching him because they were relentless,” Ng said.
One woman died at the scene, the other died after being rushed to a hospital.
McAlister is now in jail facing charges of manslaughter, leaving the scene of an accident, and driving under the influence of alcohol. Police say he is a criminal and that he had a firearm with an extended magazine in his possession at the time of the fatal accident.
Witnesses are concerned that they may have been the ones at the intersection.
“It’s like a wrong place at the wrong time, I could have been here waiting for someone to drop something and I would have been exposed to it,” Ng said.
District 6 Supervisor Matt Haney said it’s another example of how deadly streets can be to pedestrians, especially in the Tenderloin and South of Market areas. The supervisor has been following this latest case closely and is relieved to learn that the suspect is behind bars.
“I think it’s important that he is held accountable,” Haney said. “At the same time, we have to take every possible step to make sure our streets and sidewalks are safe.”
District Attorney Chesa Boudin also weighed in on this incident, saying in part “we will hold the man who did this responsible.”
KTVU has contacted the medical examiner’s office to find out the identity of the women who were killed; ultimately, they have not yet been identified.
Boudin, however, the promised changes are coming.
“We will make changes to ensure that parolees receive the necessary supervision and structure of parole to prevent this type of tragedy from happening again,” he wrote in a tweet on Friday.
“It is a terrible tragedy and a terrible end to a brutal year. It is a system failure that resulted in irreversible damage to two families. My heart goes out to the families of the victims. “
