Patrick Warren Sr. walks out of his house and walks over to the officer as he waves his hands. National civil rights attorney Lee Merritt, who works with the family, said they called police to ask for a mental health professional when they noticed changes in Warren’s behavior.

Merritt said the family was told there was no mental health officer available, so he was dispatched to a police officer. In the video, which was posted on civil rights activist Shaun King’s social media pages, the officer arrives at the door and then announces that he is entering the house.

Merritt said Warren then asked the officer to leave, which he did. The video then shows Warren leaving the house waving his arms at the officer. The officer can be heard telling Warren to get down on the ground, but Warren keeps walking towards him.

Suspect

The officer has been identified as Officer Reynaldo Contreras, a 5-year veteran of the department. The Killeen Police Department says he remains on administrative leave pending the results of the investigation.

Lee Merritt, Esq., The Warren family attorney, says the 52-year-old was unarmed when he was shot and killed Sunday. In an exclusive interview, Merritt told 25 News that the family is devastated by this incident and demands the immediate dismissal and arrest of the officer responsible.

This is Merritt’s second case involving a Central Texas police department. The first was the death of Michael Dean at Temple. He now represents the Patrick Warren family in Killeen. The attorney says what initially started as a call for help turned into a death sentence for Warren.

“They [Warren’s family] noticed that their loved one was deteriorating, suffering from some kind of psychosis. It seems they spoke to medical professionals. They wanted to get him help, ”Merritt explained. In an effort to try to calm Warren down, Merritt says that someone at Warren’s home called the police, which did not go as planned.

â € œAn aggressive officer speaking in an abrasive tone, clearly having an attitude, stormed out of the house in a fury. The family described it when they closed the door behind him, ”Merritt said.

According to the video, Merritt says the officer took an aggressive stance after interacting with Warren.

â € œThen he leaves and takes a tactical position to the right of the door as if he is preparing to confront this man at his house. There is no justification at that time to hire anyone, “explained the lawyer.

When watching the video, you can see Warren raise his arms and step forward. The officer asks to see Warren’s hands and tells him to get down on the ground while his family tells the officer not to shoot him.

You can hear Warren being tested in the video. Soon after, he fires the first of at least three shots. You can hear a family member scream.

“I told you not to use a gun,” yelled a family member.

â € œI have been on calls that looked exactly like this, hundreds of them, and I know there is a way that works better. I know there is. I have seen it. I’ve been involved in this, ”said Dr. Jeremy Berry, Professor of Counseling and Psychology.

Investigation report

After spending years as a mental health crisis advocate answering psychiatric calls alongside the police, Dr. Berry says Warren’s response is not out of the ordinary.

“Even if you wanted to make a statement that he [Warren] was behaving aggressively or radically, erratic behaviors are not uncommon for that particular situation,” he explained.

Dr. Berry says that the presence of law enforcement can often further agitate someone who is having a mental episode, so proper training is paramount.

“I’m not in a position to say what was on the officer’s head, but simply speaking from a mental health perspective, there are other methods of addressing the situation that would not require someone to lose their life,” he explained.

Dr. Berry says this incident sheds light on a nationwide problem of a lack of mental health services across the board. Officers must undergo 40-hour crisis training, but it is up to each individual department to require more extensive instruction specifically dedicated to mental health calls.
