Who is Martin Kao?
Martin Kao is a US defense contractor who is reportedly under investigation by federal prosecutors for allegedly making illegal contributions to Republican Senator Susan Collins’ re-election bid in 2020. Former Navatek CEO, based in Hawaii, he recently pleaded not guilty to charges of defrauding banks through the Pandemic Paycheck Protection Program.
Now, the FBI is seeking evidence as to whether Kao violated the law that prohibits defense contractors from contributing to funds for elected officials.

According to his LinkedIn profile, Kao was appointed as President, CEO and CFO of Navatek LLC in 2012. The company changed his name to Martin Defense Group shortly before his arrest. He later left his post.
In September 2020, Kao was charged in a separate case with defrauding banks of $ 12.8 million in COVID relief funds intended for small businesses.
Kao was alleged to have transferred more than $ 2 million of the funds to his personal accounts, while his company executive admitted that the company was unaffected by the pandemic. At a court hearing on May 12, 2020, Kao denied the charges and pleaded not guilty to the money laundering and bank fraud charges.
His trial on the charges is scheduled for July 2021. Now, Kao faces additional charges for illegally funneling thousands of dollars to the Collins campaign.

Collins is part of a Senate subcommittee that monitors military spending and has lobbied for Kao’s former company, Navatek, to win an $ 8 million defense contract in 2019, according to WSJ. This reportedly happened before most donations were made.
Months after the contract was awarded, the pro-Collins super PAC called the 1820 Political Action Committee received donations of $ 150,000 from a new and unknown entity called the Society of Young Women Scientists and Engineers LLC. In February 2020, the Campaign Legal Center flagged the donation to federal election authorities for a possible rule violation by concealing the true identity of the donor.

Members of his family, including Kao’s wife, Tiffany Lam Kao, donated another $ 50,000 to Collins, with many of the contributions made on the same day.
Three particular donors with similar names – Christopher Michael Lam, Christopher Maxim Tory Lam and Christopher-Michael T. Lam – also gave the maximum allowed by law, $ 5,600 each, to Collins’ campaign on the same day.

According to the Wall Street Journal, federal agents unveiled a search warrant in court on Friday, May 14, 2021, citing evidence that Kao reimbursed his friends and family who amassed $ 45,000 donations to Kao’s reelection campaign. Collins. The FBI also alleges that Kao illegally contributed $ 150,000 by directing the money in corporate funds to a super PAC that supports Collins’ campaign.
Meanwhile, Collins’ spokeswoman has clarified that her campaign had no knowledge of the illegal contribution.
As of yet, no charges have been filed against Kao in relation to the illegal contribution to the campaign.
