Lisa Cartmell Biography
Who is Lisa Cartmell?
Lisa Cartmell, 35, stripped naked and ran around her front garden in Farnworth, near Bolton, Greater Manchester, in full view of Kelly and Darren Ellis and their four children, Bolton Crown Court heard.
The two-year campaign of harassment began in 2019 after Cartmell moved into a rented property next door to the youth worker, Ms. Ellis, 35, and the business manager, Mr. Ellis, 36.
In one incident, Cartmell threatened to plant Molotov cocktails on the couple’s property and recruit someone to rape her children. She had also repeatedly lifted her blouse to show her breasts to the youths as she walked down the street in front of her house.
Arrest
Police arrested Cartmell in July 2021 and charged her with threatening to kill and causing a public nuisance by indecent exposure.
But prosecutors accepted her plea for stalking her and she was sentenced to a two-year community order with a 25-day remedial activity requirement, and ordered to attend a six-month mental health program.
When sentencing was handed down, Cartmell, who appeared via video link from Styal Women’s Prison in Cheshire, said: “Thank you, your honor, I won’t do it again.”
Statement
In a statement, Ms Ellis said: “Lisa’s behavior has been very worrying to my family. I feel like it’s only a matter of time before something happens and I’m living on the edge worried about our safety.
“It’s a constant concern for me because we don’t know what she’s going to do from one day to the next. She is becoming unbearable. Her being abusive and putting herself out there frustrates me and has had an impact on my work as she would come home from work worried that she would do it again.”
Ellis said: “For the last two years, this woman has been a living nightmare for me and my entire family. My children have sometimes been too petrified to play in the backyard because of her behavior.

Engaged in inappropriate and threatening behavior.
‘Kelly called the police to say that the defendant had been on his front lawn behaving erratically and yelling about the rape of his children. He also went in and out of his house destroying things.
Later, Kelly was outside watering her plants while her children were playing in the yard when the defendant began yelling obscene comments about the youth. The defendant also said that she had a gun and that she was going to shoot Kelly.
Such comments were made every two days. Kelly described occasions in which the defendant was exposed in the street showing her breasts while children played.
She also described how the defendant threatened to kill her. She once came home from work at 10:30 p.m. m. and she saw the defendant standing naked at the window across from her and banging on the glass yelling, ‘I’m going to kill you.’
The head of the court, a couple who lived on the other side of Cartmell’s property, would be awakened by their screaming and screaming from within their property.
When she was interviewed by police, she denied any wrongdoing. She had a prior conviction for aggravated racial harassment.
In mitigation, defense attorney Alistair Reid said his client, who had been diagnosed with bipolar and personality disorder, had been offered new housing elsewhere.
He told the audience: “She was struggling substantially with her mental health, but there was no direct intimidation or attempt to assault anyone.” Her behavior has not escalated beyond verbal abuse and comments.
