Who was Katie Locke?
A coroner said there was no “joint thought” in the way public agencies treated a “psychopathic” man who killed a woman he met on a dating website.
Carl Langdell murdered Katie Locke and s*xually assaulted her corpse on her first date at a Hertfordshire hotel on Christmas Eve 2015.
The Hatfield Coroner’s Court heard that Langdell had been serving a suspended sentence for threatening to kill two people.
The investigation recorded that Ms. Locke was illegally murdered.
“It is clear that none of the organizations that manage Mr. Langdell knew what the others knew about him.
“There was very little information sharing and there was no joint thought or management.”

Three weeks before murdering Ms. Locke, he received a suspended sentence for the death threats.
History teacher Ms Locke, 23, who died of compression to her neck, was unaware of Langdell’s story when they met on the Plenty of Fish dating site.
The investigation heard that Langdell had previously assaulted a girlfriend and her brother, and threatened to kill his girlfriend’s sister and a mental health worker.At the conclusion of the investigation, conducted at the request of Ms. Locke’s parents, Hertfordshire Coroner Alison McCormick said: “Katie Locke was the innocent victim of a shocking murder.
McCormick said two police forces, two NHS mental health trusts and the probation service had “relevant information about their risks to women.”
However, there were “significant gaps in the information available to each public body,” she said, and “insufficient sharing of available information.”

Langdell, 30, of Cheshunt, Hertfordshire, pleaded guilty to murdering Ms. Locke, of Buckhurst Hill, Essex, and was sentenced to 26 years in prison in 2016.
Earlier this year, she died in Wakefield Maximum Security Prison.
