An Ohio police officer was suspended on pay after viral video captured him dragging a handcuffed black teenager down the sidewalk.
Mansfield Police Chief Keith Porch announced Oct. 19 that Officer Jordan Moore violated department policy earlier this month. Moore was filmed Oct. 12 dragging a handcuffed minor from one side of a patrol car to the other, according to the police department. It is not clear why he initially detained the teenager, who was riding in a car with his father.
Images of passersby, which quickly went viral, show the father and son on the ground surrounded by a group of police officers. Moore then drags the teenager, who is not resisting, by the back of his hoodie for several meters, according to the clip. The father is then seen being pushed into the patrol car.
“There was no immediate need or emergency for Officer Moore to take the action to drag the arrestee,” Porch said in his press release.
Moore, who has been with the department for two years, now faces a 60-day suspension with pay from Oct. 20 to Jan. 11, according to Porch. He will also participate in training before his return.

Teen Was Not Resisting & Moore Did Not Give Him a Warning to Comply, Porch Says
Internal investigators determined that Moore grabbed the teen “without warning” and dragged him several feet, according to the department’s news release. The act was “deemed inappropriate” and resulted in the “misapplication of force used on a person who was handcuffed,” Porch continued in the statement.
“Officer Moore grabbed the hoodie of a minor detainee without prior warning or instruction to comply with orders and dragged him several feet, while still handcuffed and sitting next to the rear passenger of a patrol,” the statement said. .
The video shows Moore dragging the teenager by her gray hoodie while sitting with her legs dragging behind her. The teenager is also heard asking why the arrest was happening, but his questions were not answered.
Investigators noted that the teenager’s father was reluctant to get into the squad car, but said there was “no immediate need or emergency” for Moore to act as he did.

The Mansfield Police Department announced on October 13 that they were “investigating the video that has been circulating on social media.”
“We understand the concerns that have been raised by the incident and are currently reviewing each and every video associated with the arrests,” Porch said.

Since then, the tweet has accumulated almost 40,000 visits, prompting a wave of criticism of the policeman’s behavior.
