Jason Budrow is the suspect who allegedly killed Roger Kibbe, one of California’s most notorious rapists and serial killers, also known as the I-5 Strangler. Mr. Kibbe was discovered unconscious on the floor of his cell at Mule Creek State Prison around 12:45 am Sunday. Kibbe’s cellmate, convicted killer Budrow with a “666” tattoo on his forehead, was found standing next to the mortally wounded man.

Budrow is serving a life sentence without the possibility of parole for first degree murder in Riverside County.

Kibbe was taken to the prison medical center, where he was pronounced dead at 1:30 am, Fox 40 reported. Amador County Sheriff Gary Redman said Kibbe’s death was “being investigated as a homicide.” Officials did not say how Kibbe died or if a weapon was used.

Budrow has been transferred to an administrative segregation unit. As of Monday afternoon, he has not been charged in connection with Kibbe’s death.

A corrections officer at Mule Creek State Prison, near Sacramento, was conducting a count at around 12:40 a.m. when he found the old murderer “unconscious on the ground.”

“The officer observed inmate Jason Budrow standing in his cell with Kibbe,” the California Department of Corrections said, adding that the two men were cellmates. Kibbe was taken to the prison hospital, where officials said: “Life-saving measures were unsuccessful.”

He was pronounced dead an hour later.

Kibbe was a married furniture manufacturer whose brother was a police detective. He was 81 years old at the time of his death.

Kibbe was serving multiple life sentences without the possibility of parole for raping and killing at least seven women and girls in a span of 30 years. Kibbe was initially convicted in 1991 and sentenced to life in prison for strangling 17-year-old Darcie Frackenpoh to death.

The Seattle fugitive was killed after disappearing from a West Sacramento street frequented by prostitutes, and her naked body was found in the mountains south of Lake Tahoe in 1987. DNA evidence from six other murders, in which the victims were strangled, linked Kibbe to crimes committed between 1977 and 1987.

In 2008, he pleaded guilty to murder charges with special enhancements of rape and kidnapping stemming from the murders of Lou Ellen Burleigh, Lora Heedrick, Barbara Ann Scott, Stephanie Brown, Charmaine Sabrah, and Katherine Kelly Quinones.

Burleigh, 21, had left her Walnut Creek home in 1977 for a job interview, but never returned. She was kidnapped at Lake Berryessa, tied up, raped, and murdered. Her skeletal remains were recovered from a creek bed in 2011, some 34 years after her death.

Brown, 19, of Sacramento, was sexually assaulted, strangled, and her body thrown into a ditch. A crumpled map was found near her car parked along I-5.

Sabrah, 26, a Sacramento mother of three, disappeared after her car broke down on I-5 and left with a strange man who offered to help. Her strangled body was found three months later.

Heedrick, 21, of Modesto, was last seen getting into a car. Her body was found along I-5 five months later.

Scott, 29, was kidnapped in Pittsburg. His body was dumped on the Lone Tree Gold Course in Contra Costa County, CBS San Francisco reported.

Prosecutors said in 2009 that Kibbe, who was an avid skydiver, used parachute cables to immobilize his victims. He cut the women’s clothing into irregular shapes with scissors that belonged to his mother, and kept the scraps of cloth, as well as the strands of his victims’ hair, as souvenirs, The Mercury News reported.
