In those very rare circumstances where an undocumented offender has a history of prior violent or serious convictions, the county must act in accordance with (California) Securities Law when notifying ICE that a person will be released into the community.

‘In this case, I was told that the county received an arrest warrant from ICE, but did not notify ICE of the defendant’s release.

‘You should have been in jail, in federal custody, in drug treatment or in jail in your own country. But not on the streets of our community. ‘

David Jennings, director of ICE’s San Francisco removal operations field office, believes the attack could have been prevented.

Liccardo said Lopez-Garcia should not have been allowed on the streets

“Our hearts go out to the families of the two community members who have succumbed to stab wounds in the attack on the Grace Baptist Church center tonight,” Liccardo tweeted at 8:55 pm Sunday. ‘SJPD has arrested the suspect. Others are seriously injured and we keep them in our prayers. ‘

Mayor Liccardo tweeted: ‘Our hearts are torn for the victims and their loved ones of the horrific stabbing last night at Grace Baptist Church downtown; we have lost two members of the community. We pray for the recovery of other people seriously injured in that attack. We will provide more as information becomes available ‘

Video captured from the scene by CBS San Francisco shows a large police presence and several emergency vehicles outside the house of worship.
