Dakota G. Richards, 29, of Stanley at 600 blocks of Judy Lane. According to police, before Winum got out of the squad car, the driver got out of the car and opened fire. Winum died on the spot.
The city president said on his Facebook page that Officer Dominic “Nick” Winum, 48, died on duty. Stanley police said a five-year police veteran was killed during a traffic stop in the city on Friday afternoon.

The city chief said on his Facebook page that Officer Dominic “Nick” Winum, 48, died in the line of duty for him.
“Since joining our division in 2016, he has taken pride in serving and protecting the Stanley community,” Chief Ryan Dean said in a statement. “I know that the Stanley community and Page County keep Nick and his family in their prayers for him at this difficult and tragic time.”
The Page County Sheriff’s Office also posted a statement on its Facebook page: “We are speechless. Pray for the family of our martyr brother, the Stanley Police Department and our law enforcement family. ”
The confrontation took place around 3:30 p.m.
According to VSP, law enforcement officials responded to the scene and helped locate Richards, who fled into the nearby forest. He was later found hiding in a barn 700 blocks off Marksville Road. Police made a threatening move against Richards there, and Page County officers shot him.
Several police departments throughout the Shenandoah Valley, including the Rockingham County Sheriff’s Office, responded to the scene.
The Virginia State Police is leading the investigation. According to VSP, Winum served as a soldier until 2016.
The shooting of an officer on Friday was the second incident in the Valley in four months.
In November, Rockingham County Deputy Sheriff Cpl. Patrick Tate, who works part-time for the Broadway Police Department, was shot four times during a traffic stop. He survived and continues to recover from his injuries.
