Montoya was booked into the Robert Presley Detention Center on suspicion of murder, weapons violation, and being under the influence of an illegal substance. She is being held without bail.
Police say Riverside police previously arrested Montoya on March 30 after attacking a woman with a skateboard near a mall on the 91 freeway overpass.
Officers arrested and booked Montoya in jail for assault with a deadly weapon, but she was released shortly thereafter with a “notice to appear” summons due to the current emergency bail program in place in Riverside during the Covid pandemic. -19.
“When our detectives interviewed the suspect, they found nothing to suggest that he attacked the victim because of her race,” Riverside Police spokesman Ryan Railsback said.
Police said Meng was walking her two small dogs of hers down Golden Avenue Saturday morning when Montoya randomly confronted her, attacked and stabbed her.
