Who is Charles Dickens Imene Oliha ?
There is growing fury and mystery surrounding the case of a Sudanese diplomat who was released from jail after being accused of violently raping a neighbor in New York City because he invoked diplomatic immunity.
Charles Dickens Imene Oliha, 46, was arrested Sunday on suspicion of raping a neighbor near his Fort George apartment building.
The woman told police that he followed her to her apartment and then forced his way in, pinned her against a wall and raped her twice, once with a condom and once without.
Attack
The attack happened at noon and the woman called the police at 11 p.m. Oliha was arrested but, after telling the New York police that he had diplomatic immunity, which they seemed to verify, he was released at 5 a.m. Monday.
Since then, he has not been heard from again. The only people inside his house today are female relatives who have so far declined to comment. Oliha is married and has four children aged one, three, five and eight.
The State Department will not verify whether or not he remains in the country. A spokesperson told DailyMail.com on Tuesday: “We are aware of the referenced incident involving a diplomat accredited to the United Nations.
“We take these allegations seriously and are working closely with the New York Police Department and the Mayor’s Office of International Affairs, as we do in all legal and criminal cases involving foreign diplomats assigned to Permanent Missions and Offices. of Observation at the UN”.
Statement
The UN said in a statement to DailyMail.com: ‘We are aware of this report, which is very worrying.
“Any case of alleged s*xual assault must be thoroughly investigated.
“This particular case involves a member of the Permanent Mission of South Sudan who is not a United Nations staff member.
“This is a bilateral issue between South Sudan and US authorities.”

The alleged assault is said to have occurred around lunchtime on Sunday.
“It is incredibly disturbing that someone accused of rape cannot be held accountable regardless of the facts.
“I hope that the NYPD detectives will still do a full and thorough investigation to establish what the evidence shows.”
The deputy permanent representative of the South Sudanese embassy, Cecilia Adeng, told The Post that they were “unaware” of Oliha’s alleged crimes.
‘This is not tolerable at all. We’ll report back to our headquarters and see what’s going on.
According to her complaint, he insisted on following her upstairs to her apartment after she returned from walking a neighbor’s dog.
She replied ‘no you’re not’ but claims he followed her to her apartment where she allegedly raped her twice, once with a condom and once without.
Arrested and Charged
Oliha was arrested and questioned by police, but once NYPD Special Victims Unit detectives learned of his immunity, he was released without charge.
He is said to have persisted and when she opened the door to her apartment, the man forced his way in and pinned her against the wall.
Police said the woman was raped twice, once with a condom and then again without one.
After the assault, the woman was in shock and fell asleep, she only filed a complaint after a friend of hers convinced her to go to the police.
The victim was then taken to Columbia University Medical Center for medical attention.
Nearly 12 hours later, Oliha was arrested, but the police were forced to release him shortly after learning of his residence status.
“The fact that diplomatic immunity trumps justice for the survivor of this s*xual assault is incomprehensible.
“We join all survivors in demanding accountability and a full investigation of this incident,” said Liz Roberts, executive director of Safe Horizon.
