Who was Brian Mulkeen?
Officer Brian Mulkeen, 33, was killed on September 29, 2019 at Edenwald Houses in the Bronx, where he and his colleagues had arrived to question ex-con Antonio Williams, 27, about recent shootings.
Williams tried to run away, but Mulkeen caught him and tackled him, resulting in a fight, as seen on body camera footage.
When responding officers saw that Williams was allegedly reaching for a weapon, everyone, including Mulkeen, opened fire.
Killed
Both Mulkeen and Williams were killed by the volley of gunfire.
The lawsuit filed by Mulkeen’s father, also named Brian Mulkeen, in Bronx Supreme Court in December 2020 names New York City, three officers, a sergeant and a detective as defendants.
Although the civil complaint was filed more than a year ago, news of the legal action only broke this week.
Williams, 27, was shot to death during the confrontation with police. His family has sued the city.
The 20-page lawsuit, which was reviewed by DailyMail.com on Wednesday, alleges that Mulkeen’s two gunshot wounds, including one to the head, “were caused solely by the negligence, carelessness and recklessness of the defendants.”
The complaint goes on to allege that the actions of Mulkeen’s NYPD colleagues at the scene “were of a nature so wanton, willful, and reckless as to evidence callous disregard for human life and the safety and welfare of others.
Williams, a father of two with criminal records, fled on foot and officers gave chase. Mulkeen and the suspect began fighting on a dimly lit walkway on East 229th Street in the Bronx.
Police described a frantic confrontation in which six officers fired 15 shots in just 10 seconds after Williams reached for his waist.

Mulkeen pulled the trigger five times, Wichers fired once, as did Officer Mahon and Detective Beddows. Sergeant Valentino fired five bullets and Officer Figueroa three.
Both Williams and Mulkeen died of their injuries. A .32 caliber revolver, which had not been fired, was later found on Williams’ body.
